Operator Information
The rule
AIR NAPA sources flights only from carriers that hold the requisite economic authority from the U.S. Department of Transportation and appropriate safety authority from the FAA, as required by 14 CFR 295.20.
What is checked
- Legal company identity and all trading names, which feed the pre-contract disclosure of who is operating your flight.
- FAA Air Carrier or Operating Certificate under Part 119 authorising Part 135 operations.
- Current Operations Specifications, including the D-085 list, confirming the specific aircraft, by tail number, is authorised for charter use.
- Insurance certificates, kept separate from any insurance held by AIR NAPA itself.
- Any safety audit status actually held, with evidence. No audit badge is displayed for any operator on this site.
Per flight, not just once
Aircraft move on and off operator fleets. AIR NAPA re-confirms the named operator, the specific aircraft and its D-085 status, airport suitability, total cost and a binding commitment from the carrier for each flight. The FAA public operator list is used as a cross-check only: the operator-supplied certificate and current D-085 control.
Avoiding illegal charter
If a company offers an aircraft with crew but cannot show its certificate and D-085, or will not charge applicable federal excise tax, or is evasive about who has operational control, that is a warning sign of illegal charter. AIR NAPA will not source such a flight.
